The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.

This position is with the Workers' Compensation Division (WCD). WCD administers, regulates, and enforces the laws and administrative rules governing the Oregon workers' compensation system.

This position is represented by the Service Employees International Union (SEIU).

Duties & Responsibilities

The successful candidate will gather and evaluate information to determine if an employer is subject to and in compliance with workers' compensation coverage requirements. This position serves as the initial point of contact for public inquiries about workers' compensation insurance coverage requirements and exemptions.

Qualifications, Required & Requested Skills

MINIMUM QUALIFICATIONS

  • Two years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide eligibility or compliance with program guidelines and regulations.

Note: college-level course work may substitute for the experience on the basis of 45-quarter units per year of experience

REQUESTED SKILLS

  • Outstanding interpersonal communication skills, both verbally (in person/telephone) and written (investigative reports, emails, and letters)

  • Ability to interpret and communicate laws, rules, policies, and regulations to diverse individuals with differing learning capabilities

  • Demonstrated ability to pay attention to detail

  • Strong desire to deliver exceptional customer service at every opportunity.

  • Computer skills at least at an intermediate level

  • Ability to remain focused on the job at hand, even with constant interruptions

  • Ability to work in potentially hostile situations, remain calm, and diffuse the situation

  • Listening, with respect, without interruption as parties share their perspective
